I'm not too familiar with HomeSeers own remote services as I don't use them. I would recommend forwarding your question to HST or use post a question in the generic HS3 part of this forum.
Traditional dynamic DNS requires port forwarding in the router to access the local machine and should be quite straight forward. Can you access other content remotely?
(personally I use VPN to connect to my home network)

You can control using the webpage or any of the other means?
have you configured port forwarding for port 80 (or the used web port)?
Do you see any error in the HS log when trying to view the image remotely?
if it works locally then I can only think of a few possible errors:
- port-forwarding not configured or working properly
- HS3 webserver has some access restrictions for users when viewing remotely.
if you can view other images in the image folder then one can rule out the first one. the last one I would expect would generate an error in the HS3 log

I i try access the page from browser even on phone on 4g I manage to get the radar showing after login. But in HSTouch the radar is white and blank.
So it is not the port forwarding that is wrong. But something else that I don't understand.
Maybe there is some password in here? Can I add password to the http link in text?

This sounds like a access problem, I'm guessing that since you have to login to view the image when using the web page, the local url configured in HS Touch will not work when remote - Assuming you have configured a remote URL in HS touch it will not work without username/ pw as HS touch and the webpage uses different port and services.
In the old days one could use http://usernameassword@iport/image/Path/ in browsers, but i know this have been removed from at least some modern browsers. HSTouch might still support this.

I managed to get it working adding credentials like usernameassword@iport/location worked. The problem was the password. The password was containing %#"% in it as well as numbers etc. And HSTouch does not like this. Making a more simple password only with letters and numbers made the trick!Certified installer for HomeSeer, Control4, KNX and Eaton/xComfort

Yes, these special characters does not convert easily to a URL.

Just wondering a bit. Is it possible to rotate the image 90 degrees?
Code:<html lang="en"> <head> <META HTTP-EQUIV=Refresh CONTENT=600> </head> <body leftmargin="0" topmargin="0" marginwidth="0" marginheight="0"> <img src="http://api.met.no/weatherapi/radar/1.4/?radarsite=western_norway;type=reflectivity;content=animation;size=large" height="100%" width="100%"></img> </body> </html>
