Config page yields error

I'm getting the same error at mlconti. The HST plug-in works.

I have updated the plug-in to .27 but it's still happening.

My UPBSpud.ini file was empty until I added:

[GENERAL]
log_level=Debug

This is a brand new install of HS3 as a trial on a Win7 to Win10 upgraded machine.
