Default phone problem

I want to be able to use a Panasonic KX-TG5776 cordless phone system for voice commands. I have a HomeSeer PCI Voice Modem installed. It looks like it is starting up. I don't have a land line. Do I need one? I press talk and # on the phone which is plugged into the modem but nothing happens. I've tried saying computer or attention but nothing happens. I think I have the settings right for the modem. Any ideas?

It may be because there is no "talk battery" without a land line or other service connected. The HS modem senses an off-hook condition when the voltage on the phone line (normally 48 volts) drops to approx 6-10 volts when the handset seizes the line. Is your phone connected to a cable or FIOS connection? Those systems supply the "talk battery"

All we have are cell phones. I checked the land line that comes up to the house but it's dead. I might be able to get the phone company to hook it up because I think you're suppose to be able to dial 911 even if you don't have an account.
